
Burlington has been my home for 46 years after graduating from NC State University. I met my wife while working at the Burlington Recreation and Parks Department. We raised two daughters who attended Burlington public school systems and went on to complete master and doctoral degrees at NC State and UNC-CH. Our daughters and their husbands have blessed us with three inspiring grandsons.
Burlington citizens granted me the honor of serving them over the past four years as councilman after being elected in 2017. My goal was to strive to make the most appropriate decision which would benefit all residents of Burlington.
Since graduating college, my career of 46 years has focused on serving the community. My tenure with the City of Burlington began with the Recreation and Parks Department and continued for 40 years until retiring in 2015 as City Manager. My hope is each citizen experienced a better quality of life due to our efforts.
After retiring, I choose to continue to serve both Burlington and other communities by accepting a newly formed position with the NC League of Municipalities. My role is to consult with municipalities of varying populations with financial and operational needs.



Professional Accomplishments
Burlington Recreation & Parks Director
- Project Manager for the renovation and expansion of the Paramount Theater.
- Partnered with county library staff to renovate and expand the May Memorial Library footprint.
- Project Manager for the planning, property acquisition and construction of Davidson Park, Mackintosh Park & Marina, Maynard Aquatic Center, Kernodle Senior Center, Springwood Park, and Burlington Tennis Center.
Burlington City Manager
- Served as city’s economic developer leading to the recruitment of Honda Aero, Sheetz Distribution Center, construction of LabCorp downtown corporate headquarters, and the expansion of the LabCorp Front Street testing and research labs.
- Managed the preparation of city’s 2007 to 2015 fiscal year budgets resulting in no tax increases.
- Recommended city council move forward with bond packaging for street improvements and water and sewer infrastructure improvements for public approval spreading cost over longer term.
- Served as city negotiator in the development of environmental regulations reducing the phosphorus and nitrogen levels in Haw River which feeds Lake Jordan.
- Developed an employee health care insurance plan tailored to preventive health care and wellness initiatives.
- Implemented a city health clinic to promote the physical health of employees leading to reduction in employee health cost.
- Implemented a comprehensive citywide capital improvement plan.
Municipal Consultant for NC League of Municipalities
- Consult with NC municipal elected officials and staff to discuss local challenges and opportunities relating to financial or operational needs.
- Serving on the NCLM leadership team analyzing and advising league municipality members on the acceptable utilization of spending the America Rescue Plan funds.
